Ohio built its commercial casino market in stages. Four large casinos opened between 2012 and 2013: JACK Cleveland Casino, JACK Cincinnati Casino (now Hard Rock Cincinnati), Hollywood Casino Columbus, and Hollywood Casino Toledo. These are substantial urban properties. The state also has four racinos — racetracks with video lottery terminals. Sports betting launched in January 2023, and Ohio licensed a large number of operators, making it one of the most competitive mobile sports betting markets in the country.

The lottery has operated since 1974. Horse racing at Scioto Downs, Thistledown, and other tracks continues under the racino model. The Bengals, Browns, Cavaliers, and Columbus Blue Jackets fan bases all contribute to heavy sports betting volume.

For residents, Ohio is a well-developed gambling state. A commercial casino or racino is accessible from most population centers. Mobile sports betting is available through all major apps. Online casino gambling is not legal in Ohio, which is one of the primary policy debates in the current legislative environment. Given Ohio's casino market size and sports culture, online casino expansion would likely generate significant revenue if authorized.
