Utah is one of two states, alongside Hawaii, where essentially all forms of gambling are illegal. There is no casino, no lottery, no sports betting, no charitable gambling beyond limited exceptions, and no legal online gambling of any kind. The prohibition is comprehensive and rooted in the state's religious and cultural identity. The Church of Jesus Christ of Latter-day Saints has historically opposed gambling, and that influence is reflected in the state's legislation and constitution.
No serious gambling expansion effort has gained traction in the Utah legislature in modern history. The state does not appear to be moving toward any loosening of its gambling restrictions. Neighboring Nevada is accessible — Las Vegas is about four and a half hours by car from Salt Lake City — and some Utah residents make that trip.
For residents, gambling is simply not part of life in Utah. There are no lottery terminals at gas stations, no casino advertising, no offshore betting kiosks. This applies to everything without exception. If gambling matters to you, Utah requires you to leave the state to pursue it. No legislative pathway to change that is visible in the current political environment.
