California has the largest tribal casino market in the United States. Sports betting is where California hits a wall. Two separate ballot measures appeared on the November 2022 ballot and both failed. Combined, the campaigns spent over $400 million, making it among the most expensive ballot measure fights in U.S. history. Neither side won. Subsequent tribal-backed measures are expected in future election cycles, but as of now, sports betting remains illegal. The state lottery has operated since 1985 and generates significant revenue.
For residents, the gambling landscape is unusual. You can drive to a large, well-run tribal casino relatively easily in most parts of the state. You can play poker at a licensed card room in many cities. But you cannot legally bet on the Super Bowl through an app. That combination — rich physical gambling options, zero legal mobile sports betting — is genuinely distinct. It reflects the political power of tribal nations and the complexity of California's initiative process.
