Wisconsin has 23 tribal casinos operating under compacts with 11 federally recognized tribes. Properties range from small operations to Potawatomi Hotel and Casino in Milwaukee and Ho-Chunk Gaming in Wisconsin Dells, a notable tourist corridor. These are the dominant gambling venues in the state. The lottery has operated since 1988. Sports betting is not legal in Wisconsin.
The sports betting stalemate reflects a specific political dynamic. The tribes hold compact rights that give them exclusive authority over most gaming in the state, and tribal leaders have generally opposed commercial sports betting expansion that would introduce non-tribal competition. Legislation has been proposed in multiple sessions without advancing.
For residents, casino access through tribal facilities is relatively good, especially in the Milwaukee and Wisconsin Dells areas. But there is no legal way to bet on sports — no app, no retail location, no alternative. Residents near the Illinois border can easily drive to a commercial casino or use Illinois sports betting apps once they cross state lines. Wisconsin is one of the larger states that has not yet legalized sports betting, and the tribal compact dynamics make progress difficult.
